Description
A letter from Mary Batson, of Reading, PA, pleading for Emily Bissell to allow a pardon of Batson's cousin, Harvey Brown. Brown, a prisoner in the New Castle County Workhouse, was dying of tuberculosis and appealed for a merciful pardon, but Bissell lobbied against his release, claiming fear of spreading the disease. While Batson does not directly state that she and Brown were African American, the assertion that she would "put him on one of those mountains where hundreds of white people come with [tuberculosis] for treatment" implies as much.
